What is Loi 25 (Law 25)?
Quebec's modernized privacy law governing how businesses collect, use, store, and disclose personal information.
Loi 25 — formally the Act to modernize legislative provisions as regards the protection of personal information — is Quebec's privacy law. It came into force in stages between 2022 and 2024 and significantly raised the bar for businesses that handle personal data of Quebec residents.
Key requirements include: appointing a Privacy Officer, conducting Privacy Impact Assessments before transferring data outside Quebec, getting explicit and granular consent, providing clear notice when collecting data, honoring deletion and access requests, and reporting data breaches.
Loi 25 applies to any business that holds personal information about Quebec residents, regardless of where the business itself is located. Penalties for non-compliance can reach $25M or 4% of worldwide revenue.
